This letter defines part of the problem of a misplaced perception of what the secondhand book trade does.

Since we moved to Somerset West, we have been recycling our unwanted books to a little shop in the village. The lady in charge enters the titles and authors into the computer. We would collect our cut and no one is terribly put out at having to do any clerical work.
Thieves do steal books: two homes that I know of have lost whole libraries. One contained out-of-date reference books, coffee table editions and books by the yard with same-looking covers, along with the TV and microwave.

Yes, I am stirring, with a big wooden spoon clattering in what could soon be an empty tin pot. Your little shop in the village is not one of the targets of this new law and you know that perfectly well and, for the record, you are also doing some stirring.
We have, as you may have noticed, issues with both poverty and education. Most schools hardly get enough money for text books, let alone more general library purchases
